Facing a recall this September, California Governor Gavin Newsom is taking credit for the taxpayer refunds he’s required to issue under law. Yet, unlike his Democratic counterparts in Colorado & Oregon, Newsom is issuing taxpayer refunds in a manner that appears to violate state law.
